A VM has a number of vCPUs, vMemory, vStorage and vNetworking. These virtual resources must communicate through their own layers to the hardware. This situation creates an overhead and, consequently, latency. Guests cannot access hardware resources directly. Instead they traverse the layers to access the virtualised resources. The cloud paradigm adds further layers to the negotiations and, consequently, the latencies
