Help! Rancilio Silvia Grounding problem

Ive had my Rancilio Silvia v4 for about 10 months now and about 2 months ago its been conducting electricity through the chasis of the machine. Whenever I touch the metal parts of the machine, i.e. the sides, front and top, I feel pulses of electricity.
